Such rules could also be used by a nefarious, unprivileged user to catalog and enumerate any number of IP addresses related to these account creations.

This is related to Special:NewLexeme and Special:NewProperty.

An issue was discovered in MediaWiki before 1.31.12 and 1.32.x through 1.35.x before 1.35.2. Users can bypass intended restrictions on deleting pages in certain "fast double move" situations. MovePage::isValidMoveTarget() uses FOR UPDATE, but it's only called if Title::getArticleID() returns non-zero with no special flags. Next, MovePage::moveToInternal() will delete the page if getArticleID(READ_LATEST) is non-zero. Therefore, if the page is missing in the replica DB, isValidMove() will return true, and then moveToInternal() will unconditionally delete the page if it can be found in the master.

An attacker can import a file even when the target page is protected against "page creation" and the attacker should not be able to create it. This occurs because of a mishandled distinction between an upload restriction and a create restriction. An attacker cannot leverage this to overwrite anything, but can leverage this to force a wiki to have a page with a disallowed title.

Situations with an unloaded jqueryMsg are rare in practice, but can for example occur for Special:SpecialPages on a wiki with no extensions installed.)
